geht man davon aus, dass der Sicherheitsrat in absehbarer Zeit wohl nicht von der Praxis gezielter Sanktionierung Abstand nehmen wird und berücksichtigt man, dass der Sicherheitsrat im Rahmen der Terrorismusbekämpfung bereits gesetzgeberisch tätig geworden ist (Res. 1373): Meinen Sie, dass man im Zeitalter entgrenzter Bedrohungszenarien das Demokratiedefizit bei der Sanktionierung beheben kann? Oder ist in Ihren Augen eine Renationalisierung der einzige Weg, um Legitimität zu wahren?

I am sitting in my little office in Madrid, working at my thesis on “europea terrorism”, first of all, I want to thank you all for the audio stream.
Especially, I want to thank you for this particular Panel 2 on Blacklisting.
A quick notion using some of Prof Barros`(University of Lisbon) findings in “Effectiveness of National Anti-Terrorist Policies – Evidence from ETA” : concerned Smart Sanctions, in terms of vast anti terrorism policies in general, Barros states, that the effect of preventing the financing of the terrorist groups were proven highly effective in reducing ETA activity.
There is to say this only concerns national Policies, but given the current situation within the EU, noting the Framework Decisions 2002 and 2008, this – the effectiveness of proactive and deterrence policies, vast and uncontrollable criminalization of inchoate offences – could give a “bad example” for other Sates, especially in the light of an often spoken “END of the ETA”…, that then will be celebrated as a success of anti terrorism policies.

If those listening online can post their questions towards the beginning of the question and answer, that would be great, although we will try and fit in all questions in this afternoon. We will put these questions to the speakers separately however, and ask them for their thoughts…
